Mike holds degrees from the University of Pennsylvania, Oxford University and Harvard Law School. He is an internationally-recognized environmental/environmental finance lawyer and a nationally-recognized expert in policy and program implementation. Since 1988 his problem-solving national practice for trade association, energy and developer clients has focused on air quality, solid waste and environmental finance matters. He is widely known for conceiving, building constituencies for, and implementing innovative, environmentally-sound methods to reduce clients’ development, modernization or compliance costs. In 1996 Mike co-founded the multi-member National Landfill Gas Consortium, LLC (now NLGC LLC), an investment banking firm that focuses on tax-credit monetization, placement of RECs or carbon reductions, and other capital enhancement for biomass, landfill gas, solar, and similar renewable or alternative energy projects.

Mike was the first national Regulatory Reform Director at the U.S. EPA, where he served under five Administrators and was responsible for developing Emissions Trading, Water Trading, Environmental Auditing, Regulatory Negotiation, and Acid Rain Allowance Trading programs. His previous government posts in Washington DC included Appellate Attorney at the National Labor Relations Board; Special Assistant for Complex Litigation (Fair Labor Standards) and first Counsel for Appellate Litigation (Occupational Safety & Health) at the U.S. Labor Department; Deputy Director, Interagency Task Force on Workplace Safety and Health, in the Carter White House; and Congressional Fellow and Consultant to the Senate Judiciary Committee. Mike has testified before Congress and EPA, and has published and spoken widely on cutting edge environmental and related matters. He has chaired or co-chaired legal and government relations committees for organizations such as the American Bar Association, the Air & Waste Management Association, and the industry-wide Clean Air Working Group (during the two-year process that led to the Clean Air Act Amendments of 1990).

He is the author of over 100 book chapters or articles in the Wall Street Journal, Washington Post, and other popular, trade or professional publications. He has appeared on numerous teleconferences, including chairing a four-hour session of the annual ABA/Air & Waste Management Association EPA Speaks:Updating the Clean Air Act (1996).

Mike Levin is admitted to the Supreme Court and eight U.S. Circuit Courts, holds EPA’s Gold Medal for Exceptional Service, and has been listed in Who’s Who, Who’s Who in America, Who’s Who in American Law, and Who’s Who in Business and Finance. He also has been an award-winning freelance journalist, and is a two-time winner of the American Independent Writers annual juried prize for best published poetry.
