Frank holds degrees from Columbia College and Law School and has been an environmental, health and safety (EHS) professional for over forty years. He brings a unique combination of legal, technical, management and business savvy to CFS. Among many other activities he consults on EHS management and risk management to major utility and power companies on energy and management issues; and to manufacturing, consumer products, pharmaceutical, chemical, energy, hospitals, and service companies on program management, sustainability strategies, and environmental compliance. He also serves as an expert or an expert witness in matters involving adequacy of EHS management.
The U.S. Department of Justice (DoJ) appointed him consultant to the probation officer overseeing Ashland’s compliance in facilities throughout the U.S. in settlement of an environmental criminal case. Frank recently advised DoJ on environmental management systems and was a Distinguished Speaker for U.S. EPA’s Office of Enforcement and Compliance Assistance.
He is an acknowledged leader in developing strategies to mitigate climate change risks, which he recently addressed before the Environmental Marketing Association and the Corporate EHS Management Roundtable. Frank handled some of the early environmental cases at DoJ. For almost twenty years he was a senior corporate EHS officer (Senior VP and VP) with multinational oil and chemical corporations. He has organized and managed both centralized and decentralized departments requiring rapid decision making, turnarounds and integration with business plans at Atlantic Richfield Company, Occidental Petroleum Corporation, and Elf Atochem North America (now Arkema).
He is recognized as a world leader in developing and rapidly implementing leading edge EHS programs. He has also worked closely with environmental groups. He has served as an Executive Committee member and Chairman of the Finance and Audit Committee of the Board of Directors of the Environmental Law Institute, and has led many industry organizations. He is a member of the four-person Standards Board of the Board of Environment, Health and Safety Audit Certifications (BEAC) which recently redrafted the performance and practice EHS standards for BEAC and the Auditing Roundtable.
Frank was the first Chair of the Air Quality Committee of the ABA’s Section of Environment, Energy and Resources (SEER) and was a member of the Section’s governing board. He currently is Co-Chair of SEER’s Climate Change, Sustainable Development and Ecosystems Committee. He chaired the clean-air portion of the annual ALI/ABA Program on Environmental Law for almost two decades. Frank has spoken and testified extensively at industry, government and other forums and has authored over thirty-five articles on environmental management and law. His book, Practical Guide to Environmental Management (Environmental Law Institute, 10th edition, 2006), is widely viewed as the standard reference on that subject.
In 1990, Frank was recognized by the National Law Journal as one of ten individuals from industry “who stand out not only for their success in representing their clients’ interests, but also for their influence on [Environmental] Law.”
